Convicted killer Shiloh Heavenly Quine will be the first inmate in the nation to have a sex change that will be paid by tax dollars according to FOX NEWS.

Quine has been convicted of first-degree murder, kidnapping and ransom.

The California Department of Corrections told The Huffington Post that the treatment is necessary for inmates diagnosed with gender dysphoria, citing the 8th Amendment. The prison psychologist recommended the operation for “internal completeness”.
