The owner of Prestige Limousine, according to reports, is a Paikstani immigrant and businessman who began going undercover for the FBI when he ran into legal trouble.  Shahed Hussain was a paid information who worked in controversial domestic terrorism investigations after 9/11 attacks. In 2009, he was part of shutting out radicals Muslims plot a a mosque in Newburgh New York. He was also part of several investigations, one that led to four men being convicted for plotting an attack to shoot down military planes. His work came to an end when defense attorneys said it was entrapment as he manipulated the crimes.

The limo the 20 people were killed in also failed inspection and the driver had an improper license. The limo was rented for a birthday party and 17 passengers, plus the driver, were killed. Two pedestrians were killed at the crash site.
